Training program on “Leadership for Public Utility Managers Batch II” 05–16 December 2016

This two-week professional development program is prepared in response to a recent request from Ceylon Electricity Board (CEB), Sri Lanka. In this respect, the program is designed for transferring knowledge and skills to individuals and government institutions, enabling them to manage and lead positive changes,solving problems, delivering good services and improvingperformance of the engineers, staff and officials in order to benefit the operation of this organization.

Objectives

It is expected that, at the end of the course participants will be able to:

  • enhance knowledge and appreciate theoretical concepts and principles on leadership;
  • have advance knowledge on public utilities’ organizational strategic management plan, business plan and strategies to lead strategic change oriented towards energy issues;
  • instill the value of strategic plan and drive execution of the plan;
  • share knowledge and practical experience on financial perspectives of utility management and on cost control of projects/programs;
  • familiarize with strategies for staff motivation to deliver decent service to clients; and
  • have pleasing mind-set on importance of customer services as key elements in utilities management.

Ministry of Power and Energy, Sri Lanka

 The Ministry of Power and Energy is responsible for the provision of electricity for all and to meet the demand for energy services with affordable, reliable, diverse, safe and environmentally acceptable choices for the people of Sri Lanka. The services will be provided in the most economically and socially efficient manner, thereby promoting sustainable economic development and social well being of the country. The affiliated institutes to this ministry are:

  • Ceylon Electricity Board
  • Lanka Electricity Company (Pvt) Ltd
  • LTL Holdings (Pvt) Ltd

The main divisions of the ministry are: Power & Energy, Planning & Development and Technical Division

 The Ceylon Electricity Board

 The Ceylon Electricity Board is the largest electricity company in Sri Lanka, a body corporate established under Act of Parliament no. 17 of 1969. With a market share of nearly 100%, it controls all major functions of electricity generation, transmission, distribution and retailing in Sri Lanka.

Approach

The course combines classroom theory lectures, discussion with professionals and consultants, case studies, study visit to the best practices of management practiced in Thailand, hands-on exercises, and interaction with resource persons. All sessions will have focus on participative discussions geared towards enhancing participants’ technical and practical knowledge on technical and developmental issues.

One of our approaches will center on face-to-face discussion between the resource persons in the theory classes and hands on sessions on the set contents (curriculum) outlined below. Elements of experiential learning will be imparted where the participants construct knowledge, skill and value from direct experience. Case studies will be used to develop a consistent conceptual understanding of critical content through prototype situations.

Course outline

The program comprises of classroom lectures, discussions, case studies, field visits, interaction with professionals and sharing of experiences. The program is divided into six principle modules:

Module 1: Leading People: “Leaders Learn from Experience”

Module 1 introduces the concepts and principles of effective leadership of people, facilitates the development of a personal leadership-development plan, suggests how participants can create situations in the Power-utility context to develop as a leader, and introduces the Leadership Development Pathway (LDP) program capstone-product Utility Improvement Plans.

Module 2: Leading Change: “Change is a Process, Not an Event”

Module 2 introduces the principles and process of leading change, of building the case for change, and of achieving “quick wins” as a critical step in institutionalizing and sustaining performance improvements.

Module 3: Producing Sustainable Results: “Effective Utilities Strive for Continual Improvement”

Module 3 introduces the concepts and attributes of “effective” Electricity utilities, producing sustainable results within the Asian Power-utility context, performance-improvement initiatives available to electricity utilities, and continual-improvement management.

Module 4: Building Coalitions: “Build Coalitions to Achieve Good Business and Community Results”

 Module 4 explores the concept that collaboration among individuals, teams, and organizations is a critical dimension of modern leadership in public service today. Although successful collaborative leadership is rooted in self-reflection, it is practiced within relationships and diverse, interrelated contexts. In this module, participants will indeed learn about themselves, and see themselves, their choices, and their decisions strategically; however, the dynamics of relationship building and the exercise of personalauthority within such relationships are also interwoven throughout the module. Participants will learn to think and work in systems, involve others, influence processes and progress through others, see and communicate an overarching mission and common purpose, contribute to cultural coherence among government offices and agencies, build community with private enterprises, and, in short, build coalitions.

  • Metropolitan Electricity Authority (MEA): technology, service delivery and staff performance
  • Provincial Electricity Authority (PEA): Electricity Distribution Authority

 PARTICIPANTS:  The participants for this course will be selected by Ceylon Electricity Board. There will be ten (10) participants attending this program. The participants would be drawn from different units Ceylon Electricity Board.
